How is it possible image size gets bigger when resizing image to smaller proportions?


i working 200x200px image image created in 8 bit color mode , 72px resolution.

 

when tried save web png-24 image, said size 20.8k. however, when chnages image size 190x190px, new image size 28.4k.

 

i reduced image 5% size of increased... how possible?

update:

i recreated psd @ size 190x190px , smaller size when saved against original 1 above. mean have recreate psd of same image each different size need save as?

not sure aere getting at. png compressed format , image dimensions 1 factor. things number of colors, size of discrete areas same color , lot of other factors matter ore more width , height. resampling image may in fact increase number of colors due blending sharp colors lots of mixed tones. using 24bit png, means transparency values per pixel stored, alone account 1 third of file size. , of course things metadata , on figure in. technical point normal. feel free experiment settings , workflows improve matters.
