on raspberry pi os xbian 0.82

setup samba share
changing permissions of share
gives me lots , lots ofcode:sudo chown -r root:users /home/shares/public
and files , folders in it.code:chown: changing ownership of `/home/shares/public/': operation not permitted
share mountpoint usb hardrive fat32
going wrong here???
unless have group users, not think can use command.
never work on fat32 or ntfs windows formatted partitions not support ownership nor permissions.
ownership , permissions of vfat / ntfs set @ time of mounting. source of confusion.
