Is it possible to only allow downward HTML / flash scaling of a project?

hi, when i've exported captivate 7 (latest update) "scalable html" option enabled, creates output , makes scale or down fit needs of device.  flash version same.  working expected , works well.

however when viewing on large computer screen, project looks fuzzy / un-sharp / over-zoomed in because has increased in size fill screen..  know of way in can set project scale down, , not scale up.  example, using 1024 x 672 ipad, if on 7 inch tablet, still scale down, on larger screen retain 1024 x 672.

essentially, same functionality "max-width" , "max height" in css.

i imagine involve editing code in html / css / js in output files, i've had brief look, haven't gone depth on yet.

any appreciated.

the ideal option serve non-scalable html5 option desktops , scalable html5 version mobile/tablets.

similar happening in multiscreen.html if publish both html , swf, publish non-scalable version folder , scalable version folder redirect script.
