tab x position field. enter tab coordinate. tab leader field. enter leader character. type cmd/ctrl-shift-tab close panel.

but let enter single tab stop.

the better way create paragraph style tabs , leaders in position. apply keystroke style

cmd/ctrl-arrow keys select text want have applied tabs.

select text want apply style to.

press keystroke style.

also, investigate quickapply feature.
