How to get Elem. 12 installation pass shared technology?

i have tried install elements 12 twice today. both times have gotten message "shared technology failed install". , installation stopped.

have nortons temp. suspended. have checked troubleshooting , not experienced enough change name of oobe suggested troubleshooter.

need help.

Error 400 - Photoshop services are not available

After Effects error:creating resource file on Windows
