Photoshop Elements 12 installation/uninstallation failure

hi,

i purchased adobe photoshop elements 12 on 4 december 2013, , today have tried install it, on windows 8.1. there problems, big problems.

the installation program said installation of "shared technologies" has failed. so, then, have rebooted pc , have tried re-install photoshop elements, installation program reported before necessary unistall p.e., followed instructions on screen, @ end unistallation failed, because "specified path empty".

so has gone in control panel, perform unistallion there, there no trace of p.e..

i rebooted pc , tried again installation/uninstallation several times, unsuccessfully.

then consulted support page on adobe site, have found suggested run "microsoft fix it" tool, tool not support windows 8.1...

so, have do? can me, please?

Error 400 - Photoshop services are not available

After Effects error:creating resource file on Windows
