HDD Seeking prior to Playback - PP6 Workstation - Down throttling? Slow HDD?

hello community -

i'll try keep brief, have few rather specific questions couldn't answer searching. built workstation in 2012 budget performance build. specs:

i-2600k

gtx460

16 gb g-skill ddr3

asus p8z68-v

drives (as per harm's generic guide):

c: sandisk extreme ssd

d (media): wd cavier black

e (cache): wd green

f (exports): wd green

no raid, using onboard sata controller.

question 1: (dslr 1080p 30fps workflow, t2i footage on media drive)

when trying playback timeline, there long pause (1-3 sec) audible hard drive seeking noise before playback begins. when playback begins, seek noise stops , things play smoothly if not heavily effected. hdd performance issue? understand can short stroke media drive or run raid setup 2 wd greens, understanding 7200rpm sata drive should have no trouble playing un-effected dslr footage.

question 2:

my 2600-k has moderate oc @ 4300, i've noticed in cpu-z downthrottling during playback in premiere (multiplier drops 43x 16x). seems undersirable, though cpu usage in task manager remains low, spiking 60% or so. turned off speedstep - same result. affecting performance? behavior normal?

etc etc:

i concerned playback (don't mind waiting rendering, encoding) bottleneck in system? gpu acceleration? monitoring cpu , ram usage during playback, seems neither maxing out. audible cues point hdd seek times, technically doesn't make sense me. know wd greens undesirable - cache drive holding things up?

i appreciate , help! thank , happy new year!

>drives (as per harm's generic guide):

i think read wrong... harm has never said use "green" drive other static backup, never editing
