I have erreur :213:19 error message

hi

 

when want launch photophop element in laptop, have error message in window : "error :213:19"

 

photoshop element 11 natively instaled in my samsung mobilein samsung série 7 chronos np770z7e-s01fr laptop.

 

how should do to make work ?

Error 400 - Photoshop services are not available

After Effects error:creating resource file on Windows
