File encrypted on one PC but not others

i have file encrypted burned cd.  if open file on cd on computer, not password protected.  person burned cd can open file on cd , gets box has enter password open file.  once enters password, document says "secured" on top.  when open file on computer, not secured.  had 2 other people open file on cd , not encrypted.  promise watched open file cd drive , not drive on computer.  ideas why may happening?

what security on each computer?

that is, under file > properties -- security see says.

also, software in use (including version) on each computer?

How to Grab email address from webform and insert into form action
