Scale or Ruler for Screen option?

does photoshop touch tablet or express contain scale or ruler option along x , y axis of screen determine coordinates on image?  if not, know of program ... apps... such feature? need artist scale or down image.

both transform tool , move tool have x , y coordinates height , width pixel values selected element. (you have tap arrow on left of dialog "slide" option view.)
