Converting text to table " symbol changes columns

when create parts list tab delimited text, " (quote) symbol moves next column when last character in column. noticed when changed windows 7 using frame 7.2, problem occurs in frame 11.

 

my process starts text file of parts list; text imported access , output save table in an.rtf file. copy table text .rtf file , past (paste special, text) framemaker. select text , convert text table using table format created process. " symbols stays in correct column each step of way until paste text frame document, " symbol moves other side of tab symbol. process has been working fine years until upgraded windows 7.

 

as test i've converted rtf table tab delimited text , " symbol on left side of tab symbol; when copy , paste text frame " symbol on right side of tab.

 

for example;

 

description     quantity

fitting 1/2"        2

 

becomes:

 

description     quantity

fitting 1/2        " 2

why save rtf file access? can write simple text file using either tab or comma separated values in order import fm. tested scenario in fm11 , can't duplicate behaviour " followed tab character.

 

perhaps wonky in access generated rtf table?
