PSE 11 all layers locked-always

i have pse 11 , no matter how save working on, psd layers, unable edit project after saved.  started happening of sudden , difficult work being unable edit needed. appreciated!

when pse gets weird, first thing reset prefs. go editor>preferences>general , click button, restart editor:

How to Grab email address from webform and insert into form action

Thread: "Broken" background image with Super Key
