it depends on end use.  various creative commons options on sites flickr allow images used, , edited, not profit.  on other hand, there have been high profile cases multinational companies find , use images same sites, without contacting owner, , apparently legal.

How to Grab email address from webform and insert into form action

Thread: "Broken" background image with Super Key
