PSD Smart Object Output

so work in production , tend files 1 designer likes place illustrator smart objects photoshop. includes headlines small 6pt type vector backgrounds. since need send these files various printers , have no control on how output files, have been pulling vector objects , recreating files in illustrator—he ususally has little photoshop effects on smart objects it's not difficult do—just time consuming, smart object not proportion when export it.

 

so question is, creating more work necessary myself? belief cleaner output illustrator (especially small type), plus have repurpose designs new sizes. or photoshop handle vector smart objects enough leave everything.
