PH 12 tries to uninstall itself without proper prior installation

my first attempt install pe 12 failed, because corrupt download file. further attempt install results in software trying uninstall itself. never completes never can try install fresh. how rid of trace of earlier failed attempt install.? (i use windows 7)

Error 400 - Photoshop services are not available

After Effects error:creating resource file on Windows
