Tween Inconsistant Frame Rate Issue

when create tween (i've tried both classic , motion) movie clip, tween plays back, frame rate/frames per second changes (it drops) , produces extremely tacky , glitchy result. issue remains when export animation , i'm not sure how fix it.

don`t bother adobes native tween classes. considered weakest tweenengine available in as3:

Error 400 - Photoshop services are not available

After Effects error:creating resource file on Windows
