Background fill cut off

see image 1 below. background fill in design mode. see image 2 below. background fill in preview mode. why fill not continuing down page?

 

i have other background fills on site doing same thing no problem. i've tried can think of. images on top have nothing it. i've moved them , same result.

i published site , fill going behind images , cutting off below. pushing rest of page down , leaving white space...????

hello have openoffice draw, 3.2 think. how can make lower arc text? right if click on 'lower arc' while text highlighted word merely goes upside down , backwards. not business cards!!! do use fontwork gallery (icon @ bottom of ooo windows)? works fine me aoo 3.4.1 on quetzal. can upload here sample file?
