Email Notifications

is possible prompt email notification 1 response column only?

i not clear on want - email notifications sent out regardless of user fills out in form, can't dependant on input.  there option include data, , exclude empty fields when configuring notifications, sent regardless of users input.

 

does answer question?  if not can clarify bit looking for?
