Pen pressure turning on and off in CS5?

greetings! long time photoshop user of 12 years, yet i've never used these forums.

 

so.

 

i run surface pro 2 wacom drivers, i've run same problem on hand built pc running windows 7 intuos 4 medium. i'm drawing, pen pressure disappear , reappear random strokes "blot" on screen... kind of ink blotting out of pen, entire force of pressure used whole stroke no matter how gently or firmly i'm pressing. work rapidly, , small, continuous, accurate strokes absolute must. problem can't duplicated on other program i've tried, paint tool sai or fresh paint - it's photoshop specific problem.

 

the problem seems worse on surface, i'm working more on surface, running issue more frequently. has been ongoing after many attempts @ fixing.

 

i've tried:
reinstalling (4 times surface, 8 times pc on time)

wiping entirely ccleaner , removal tool adobe provides , reinstalling each time above ^

wiping , reinstalling drivers

trying different drivers

waiting new drivers

buying new tablets (bamboo, intuos 4 small, intuos 4 medium, surface pro 2)

trying different angles , speeds (to find result random @ speed, pressure, or angle of pen).i've exhausted options. else ahs had problem, , have found solution of now?
